Economic evaluation of the draft 2025 Clinical Guidelines for the Early Detection of Prostate Cancer
Background
The Department of Health, Disability, and Ageing has commissioned the Prostate Cancer Foundation of Australia to develop 2025 Clinical Guidelines for the Early Detection of Prostate Cancer (the draft Guidelines), as an update to the 2016 clinical practice guidelines for PSA testing and early management of test-detected prostate cancer. Draft Guidelines have been developed and are yet to be approved by the National Health and Medical Research Council (NHMRC).
To guide the economic evaluation, Cancer Australia has established a Prostate Cancer Screening Economic Evaluation Steering Committee (the Committee). The Committee comprises of members with health economics, clinical and cancer policy and screening expertise, and will provide strategic and expert advice on the scope of the project, including model design, data sources and other model inputs, interpretation of model outputs, and proposed scenario and sensitivity analyses. The Supplier will be expected to engage with Cancer Australia and the Committee regularly throughout the project.
Scope of requirements
Cancer Australia is seeking the services of a suitably qualified Supplier with demonstrated expertise in health economic evaluations to undertake an economic evaluation of prostate cancer screening, including recommendations in the draft Guidelines. The economic evaluation will include a cost-effectiveness analysis of the costs and outcomes (including benefits and harms) of screening that considers a range of populations and screening scenarios, including the population and pathway described in any update to the draft Guidelines. The cost-effectiveness analysis is to be conducted in accordance with Medical Services Advisory Committee guidelines. The scope of work will also include outputs to inform consideration of budget impact.
The Supplier will provide a comprehensive report addressing the required elements above. The final report must include:
The approach to modelling
The model structure, review and selection of the parameters used within the model
The methods used to calibrate the model (if appropriate)
Results and interpretation of the economic evaluation, including sensitivity analyses
Quantified budget impact and impact on health outcomes
All relevant information required for an application (Sections 1-5) to the Medical Services Advisory Committee.
The final report should be written to an academic standard and include an executive summary.
The Supplier should also submit the comprehensive output in Microsoft Excel of the base analyses and the sensitivity and scenario analyses.
The Supplier will be expected to deliver all stages of the economic evaluation in close consultation with Cancer Australia and the Steering Committee, including but not limited to determination of model parameters, model assumptions, and data sources. Ongoing and frequent engagement with Cancer Australia via regular meetings and email correspondence is essential.
