South East Water (SEW) is one of Melbourne’s three state-owned metropolitan water retailers. We provide water, sewerage, trade waste and recycled water services for residents and businesses in Melbourne’s south east, located in the state of Victoria, Australia.We service more than 1.75 million people including more than 748,000 residential water customers and more than 55,106 non-residential water customers.In a region spanning 3,640 square kilometres, each year we deliver more than 137 billion litres of drinking water and collect and treat more than 108 billion litres of wastewater. From our water recycling plants, we produce around 2,300 megalitres of recycled water used for residences, businesses, agriculture, and open spaces. We also recycle biosolids for soil improvement and generate renewable energy from biogas and solar.SEW is modernising water meter infrastructure across its service area, and is initiating the procurement phase for its Digitisation of Large Meters program. This initiative supports SEW’s commitment to delivering reliable, efficient, and future-ready water services through the adoption of advanced metering technologies.The scope of this procurement includes large water metering solutions, including digital meters with advanced metrology, and retrofit solutions for existing meters. In addition to the meters themselves, the procurement encompasses associated technologies that enable enhanced data capture, remote monitoring, and integration with SEW’s digital systems. These solutions will play a key role in improving billing accuracy, supporting water conservation efforts, and streamlining asset management.All proposed equipment and services must comply with SEW’s operational, technical, and regulatory standards. Submissions will be assessed against a comprehensive set of specifications, with suppliers evaluated on their ability to meet or exceed performance expectations.This phase will conclude with the selection and contracting of suppliers capable of delivering scalable, compliant, and innovative metering solutions and lay the groundwork for contract mobilisation and large-scale deployment.Please note; access to Specification Document 2 will only be provided upon request and signing of an NDA.
