Defence Housing Australia (DHA) is seeking expressions of interest (EOI) for the purchase and relocation of 68 existing dwellings located in Aitkenvale, Townsville, QLD. The vacant dwellings are required to be removed from the site as part of a planned redevelopment program.
The dwellings are all three-bedroom, one-bathroom residential homes constructed between 1965 and 1969. The dwellings are constructed of asbestos cement sheeting, and timber and concrete posts. 
The dwellings will be sold “as is, where is” or in other words, exactly as they are in their current form. The successful Applicant will be required to enter into an appropriate Deed or Contract, on terms acceptable to DHA, requiring the Applicant to (among other things) remove the dwellings from the site within a specified period of time following the settlement of sale of the dwellings. 
The dwellings are known to contain asbestos and other contaminants. The asbestos material identified on site is considered non friable in nature. Respondents must manage asbestos materials in compliance with all laws, regulations and codes of practice, and hold all relevant licences and exemptions. A Hazardous Material Survey and full schedule of contaminants has been prepared for DHA and upon registration and Deed of Confidentiality execution can be provided to Respondents as part of the Information Package. 
This EOI process provides an opportunity for interested organisations to demonstrate their capability and capacity to:

safely and efficiently relocate dwellings in bulk from the Aitkenvale site.
directly reuse/renovate the dwellings; or have the capability to identify and engage secondary markets for their reuse in the required timeframe.
appropriately manage asbestos and other hazardous materials in accordance with Work Health and Safety Regulation 2011(WHS Regulation), including holding, and complying with the conditions of, the House Relocation-Asbestos Exemption to relocate dwellings with asbestos through Section 419 of the WHS Regulation under the Work Health and Safety Act 2011; or partner with a licenced relocator who holds the exemption.
appropriately manage asbestos materials (and other Hazardous materials) in accordance with all laws and regulations, including holding an Asbestos Class A or Class B licence, or partnering with licenced and authorised persons.
hold or demonstrate how you will hold all appropriate permits from state and local authorities for the removal, transport, and end use of the dwellings (noting that permits may differ depending on the end location, use and method of transport).
appropriately manage risk and WHS in accordance Work Health and Safety Act 2011
Preference will be given to submissions that demonstrate the capacity to relocate a bulk portion or all dwellings safely and efficiently, supported by viable and clearly identified plans for end use including all relevant permits.

A purchase price is sought for each dwelling. While market value consideration is preferred, nominal offers may be considered where respondents can demonstrate the capacity to safely remove and reuse/renovate a bulk portion or all dwellings within the agreed timeframe. Innovative proposals may also be considered, where minimum requirements are met. 
Dwellings must be removed by mid-2026 however, alternative dates may be considered.
DHA seeks proposals from:

experienced housing relocation contractors
local councils or government authorities seeking to acquire bulk dwellings for community purposes
other organisations including builders and developers.
