Signalling Support Services - Supply and Repair of Signalling Equipment

Background

The Public Transport Authority (PTA) of Western Australia (WA) is responsible for operating public transport services across Western Australia and relies on a range of signalling and associated systems to ensure the safe management of rail traffic. These systems are essential to the safe operation of the rail network and vary in age and complexity.

The effective maintenance of signalling infrastructure is critical to maintaining service availability, safety, network reliability, and operational performance. Signalling equipment must function safely and reliably throughout its lifecycle and, upon installation, must:

  • Operate in accordance with the manufacturer's specifications.
  • Integrate effectively with existing PTA signalling systems.
  • Meet all relevant PTA standards, specifications, and compliance requirements.
  • Support the safe and efficient operation of train services.
  • Deliver high levels of reliability and performance within the operational railway environment.

Scope of Services, Goods and Specification

The PTA performs First Line Maintenance activities across its rail network. To support these activities, the Contractor shall provide specialist signalling equipment supply, repair, refurbishment, and associated technical services as directed by the PTA.

The scope of work includes, but is not limited to:

  • The supply and delivery of signalling equipment, assemblies, spare parts, and components;
  • The repair, refurbishment, modification, testing, and overhaul of signalling equipment;
  • The provision of associated technical support and related services; and
  • The assessment of signalling equipment to determine repair, refurbishment, modification, or replacement requirements.

The Contractor shall undertake assessments and subsequently repair, refurbish, modify, test, and/or return signalling equipment to an operational condition on an “as required” basis, as instructed by the PTA.

All work undertaken by the Contractor shall be performed in accordance with the manufacturer's specifications, relevant industry standards, and applicable PTA requirements. Repaired or refurbished equipment must be returned in a condition that ensures safe, reliable, and compliant operation within the PTA signalling network.

The Contractor shall ensure that all supplied, repaired, refurbished, or modified equipment meets the required performance, quality, and reliability standards necessary to support the safe and efficient operation of PTA rail services.
