Acacia Prison Expansion Project – Wastewater Treatment Plant

The Office of Major Infrastructure Delivery (OMID), on behalf od of the Department of Justice is seeking to procure a Single Stage, Design and Construct contract for the delivery of a new wastewater treatment plant (WWTP) to service the Acacia Prison Expansion Works. The Acacia Prison Expansion Project (APEP) will be located at Wooroloo in the Perth metropolitan area.

Potential Respondents will need to submit a signed confidentiality document "APEP Confidentiality and COI Form - OMID2026111.pdf" to Vanessa Chong at [email protected] prior to receiving the specification and other related documents (i.e. Volumes 2 and 3).

The indicative scope of works for the design and construction of the new onsite WWTP include, but are not limited to:

• provide design and construct services to build a new wastewater treatment plant (WWTP), including all service connections, as well as electrical, control and instrumentation work at Acacia Prison, to support the new expansion of the prison (expansion to be by another Contractor);
• provide continuation of sewer pipe from the WWTP feed pump station (supplied by the Prison Expansion Contractor) rising main at the WWTP boundary;
• coordinate with prison expansion contractor regarding head requirements at the boundary to interface with new inlet works;
• manage interface with existing WWTP operations;
• run treated effluent pipe to irrigation field, including construction of irrigation field;
• provide continuation of electrical cable to within boundary and existing prison switch room;
• provide communications and controls reporting from new WWTP;
• provide service water connection to new WWTP;
• provide drainage from new WWTP impermeable areas including building roof runoff;
• provide new potable water connection and agree on potable water shutdown period/managing the shutdown period with existing WWTP operations and the prison operations team;
• provide new fire water connection and agree on fire water shutdown period/manage the shutdown period with existing WWTP operations and the prison operations team;
• tie-in to the existing road and agree on the closure period/management of the shutdown with the existing WWTP operations and prison operations team;
• design all chemical dosing systems to provide bulk chemical storage onsite;
• design, supply, install and commission a Plant Control System (PCS) capable of providing system control and monitoring; and
• meet all relevant testing and commissioning requirements.
