TREES ON FARM UTILISATION PROGRAM

In November 2025, the Department of Energy, Environment and Climate Action (DEECA) released the Trees on Farms Utilisation Program via an Expression of Interest (EOI) inviting landowners in northeast Victoria to receive a free plantation assessment. 33 landowners have been confirmed as eligible to participate.Through this Request for Tender (RFT), DEECA seeks to establish a panel of suitably qualified forestry professionals to support the delivery of plantation assessments across Victoria. The panel will provide a flexible and reliable pool of expertise that may be engaged over time to deliver regional assessment packages as they are developed, enabling DEECA to respond to emerging priorities and support program expansion. As the first tranche of work under this arrangement, panel members will be invited to undertake an initial round of plantation assessments in North East Victoria, as detailed in Part D of this RFT. Additionally, successful applicants will also have the opportunity to apply for future packages as they are released in other parts of the state.The panel will operate under an Agreement for Services (standing offer arrangement) for a period of two years. As new regional packages become available, panel members will be invited to submit quotes for the relevant work.Engagement under the panel is not guaranteed. Service providers may or may not receive work, with engagements determined by DEECA based on program needs and the quotes submitted by panel members.The panel will remain open for applications throughout the term of the arrangement. This means additional forestry professionals may be added overtime, provided they meet all mandatory requirements and criteria specified in this RFT.
