Background
In support of the METRONET network expansion program and expanded service operations, the Public Transport Authority (PTA) has procured a fleet of new trains. The new C-series trains are designed specifically to service the needs and operating paradigm of the north south lines. The B-series trains currently operating north south will be cascaded across on to the heritage lines.
The PTA has now identified a need for further maintenance/modification facilities to be implemented across its network in support of rolling stock delivery deferrals, medium term fleet growth and short/medium term rolling stock modification programmes.
The current High-Capacity Signalling (HCS) Project will require a workshop facility for fitment of Automatic Train Control (ATC) equipment to rolling stock by the HCS Contractor.
Therefore, following a review of the options for provision of these facilities, which included a review of the existing facilities at other PTA depots, the PTA intends to procure the design and construction of a new Rolling Stock Modification Shed at Nowergup.
The immediate priority for a Modification Shed is to support the HCS project which requires a dedicated facility to fit equipment to B-Series and C-Series rolling stock.
Upon completion of the HCS modification program, the facility will then be handed over to the Transperth Train Operations Rollingstock Manager to support future modifications to the existing fleets.
The Transperth Train Operation Rolling Stock Team commissioned a consultant to prepare an initial concept for this new facility, to be located within the Nowergup Depot site, to include:
Options analysis to evaluate and determine the optimum location for the facility within the Nowergup Depot confines;Concept design of the facilities; andPreliminary geotechnical survey.
The Preliminary Concept Design Report, reflecting 3-5% design progress, includes cross sections, power calculations and typical details/renders. In addition a Drainage Report and a Geotechnical Report were also produced.
The works are to be delivered in two Separable Portions (SPs):

Please note the PTA may choose to remove SP2 from the scope of this Tender. It is anticipated that this decision will be made by the PTA (at its sole and absolute discretion) around the time the Preferred Tenderer will be appointed in late January 2024 (i.e., prior to Contract Award). The Contract documents included within this Tender are drafted assuming that SP2 is included in the scope of the Contract. Should the PTA proceed to remove SP2 from the Contractor?s scope, amendments will be made to delete references to SP2 from the draft contract documents prior to Contract Award.
For clarity, it should be noted that full design responsibility for all stages of design including provision of Issued for Construction (IFC) and As Constructed drawings for both Separable Portions is a requirement of the Contract and must be completed even if Separable Portion 2 does not form part of the Works.
Scope of Works
The Contractor?s scope of works includes:
Separable Portion 1: Design, Construct and Commission - Railcar modification shed.
The new railcar modification shed at Nowergup will include the following features and facilities:
A fully enclosed building including two narrow gauge roads (independent train tracks), each of 6-cars length.1 x 6-car heavy maintenance road and 1 x 6-car light maintenance road.Each maintenance road will accommodate either two uncoupled 3-car B Series or one 6-car C Series appropriately to enable modifications to be completed safely on all cars within the set.Office space, parking and amenities for management and operational staff.A stores/warehouse area for storage of equipment and materials, including road vehicle loading & unloading area.Both heavy maintenance and light maintenance roads will enable the following:
access to couplers and cab frontsunderframe and roof access to all parts of the trainaccess to train cabs and saloonsprovision of compressed air and power supplyshore supply to power auxiliary train systems
