Project Summary
The Victorian School Building Authority is intending to release a Request for Tender in August 2020 for a skilled property management services entity to provide day to day service provision to the Department’s surplus sites, the sites are located Victoria Satewide. These sites comprise former school sites, teacher accommodation in remote areas, school camp sites, plantations and public reserves. The sites are located in metropolitan Melbourne, Victorian regional cities, towns and rural communities across Victoria. The sites vary in size, topography, existing built assets, vegetation, use, and access to utilities. The project will include the minimum necessary property management services needed to adequately manage the risks arising from the Sites. This is in conjunction with additional maitenance required in response to the aestetics of site which is completed on a case-by-case basis. Tenderers are expected to be able to complete a range of property services statewide. The project will require a highly motivated service provider who has a strong track record in facilities management and property management with access to skilled in-house and external tradespersons and other service providers across Victoria; robust business management, governance, OH&S, risk management, quality and environmental management systems, and a well trained client and customer focussed team. The Contractor will have the ability and technology to provide source point instructions and reporting via a dedicated online portal. This reporting will include reporting of property maintenence activities, OH&S incidents and local stakeholder communications. The online portal will retain all reported information in an indexed and easy to access database that will hold copies of all orignal documentation (quotes, approvals, statements of completion, invoices, images, reports, statutory records, certifications, statements of compliance, or any other documentation required under the contract). The provider will need excellent references, hold appropriate licences and registrations, have experience in operating and managing an online services portal and help desk and be able to demonstrate a commitment through its employment policies, procedures and actions to equity, diversity, staff and sub-contractor accreditation and on-going staff and sub-contractor skills acquisition. The Contractor will need to demonstrate value for money, and the capability to meet and exceed key performance targets for the Program.
