Construction of Additional Winter Storage at Melton Recycled Water Plant
Western Water is seeking tenders for construction of an additional onsite recycled water storage and associated interconnecting MSCL pipework within its Melton Recycled Water Plant.
The construction of a 1.1GL (1,100,000 m3) earthern Winter Storage dam at the Melton RWP, includes the supply of all required construction materials. The dam has the following approximate dimensions:
700 m in length, 300 m in width, 9 m in height (approx. 4 m below natural surface, 5 m above natural surface)
Excavation of approx. 535,000 m3 of clay
Construction of approx. 280,000 m3 of embankments
Two (2) alternative construction options for the lining of the Winter Storage are acceptable and have been specified in the Part B2 – Technical Specification:
Option 1: Clay Liner with Rip-Rap erosion protection; or
Option 2: HDPE Liner
Western Water are open to constructing either lining option. Tenderers may submit an offer for either or both lining options for assessment.
In addition to the new Winter Storage dam, the contractor will be required to supply and install the interconnecting pipework (approx, 440m of MSCL pipework (up to 900mm diameter))) between the existing Winter Storage and the new Winter Storage. This scope of works is not optional and pricing must be provided in conjunction with either one or both of the storage dam lining options listed above.
Western Water is currently preparing the construction area to provide the appointed contractor with best possible access to the work area, some minor enabling works by the contractor will also be required as detailed in the Part B1 – Preliminary Specification.
A tender briefing/site visit will be held for Tenderers, the details of timing and location is provided in Part A - Conditions of Tendering.
Tenderers will be required to submit an outline stakeholder engagement plan with their tenders and the appointed contractor will be required to finalise this document in consultation with Western Water operators and the farm leaseholder following contract award as part of its works management plans.
Tenderers will also be required to complete an online LIDP in accordance with the revised ICN process. The project will be available through the recently upgraded ICN website at https://icnvic.force.com/s/login/ .
Tenderers should note that the previous ICN website will not access this project and tenderers should ensure they have access to the new site. Failure to achieve successful ICN acknowledgement of an LIDP within the required timeframe (prior to tender close) will likely result in the tender being unable to be considered.
